<h3>The opportunity</h3>
<p>The project aims not only to modernise infrastructure and re-purpose the campus but also to create a sustainable healthcare system for Qatar, reducing avoidable admissions through an ambulatory care network and integrating clinical research and education endeavours within an Academic Health System.</p><h3>Our approach </h3>
<p>We played a pivotal role in clinical strategic planning, starting in 2015. This included planning for two major campuses, Hamad Bin Khalifa Medical City and Al Daayan. To ensure that the new facilities could meet patient demand by 2030, we conducted a high-level capacity modelling exercise. This effort led to the development of clinical and functional briefs and schedules of accommodation for all facilities. Working closely with architects and urban planners, our team provided strategic advisory services for the overall project. We also contributed to design requirements and supported design teams for both sites.</p>
<p>We established a strong focus on evidence-based design based on tried and tested mechanisms and solutions, international best practice standards, and a standardised and generic approach to whole hospital, departmental and room briefing and planning.</p>
<p>Lexica also provided procurement advisory to HMC on the basis of exploring the various options available for the procurement of a PPP for the delivery of a tertiary hospital facility. <br /></p>

<h3><strong>Development Standards Framework (DSF)</strong></h3>
<p>Lexica was also appointed by HMC to develop the innovative Design Standards Framework (DSF). The DSF acts as a basis for the delivery of a clinical vision by establishing guiding principles and standards for all HMC developments. It supports the vision of a future ready, sustainable and high functioning healthcare estate, via a regularly updated online resource and toolkit that ensures consistency and clarity across all HMC projects.<br /></p>
<p>Lexica undertook extensive international research, liaised with HMC facility development leads, provided strategic planning and led stakeholder consultation for the DSF. We developed strategic clinical guidance, operational policies, clinical and functional briefing for all clinical services, platforms of care and departments, as well as clinical and non-clinical support services.</p>
<p>In addition, we created an innovative modular system of schedules of accommodation.</p><h3><strong>Our impact </strong></h3>
<p>The DSF is a live web-based searchable repository that allows users to seek both high-level and increasingly detailed levels of facility planning information and to create bespoke virtual design briefs.</p>
<p>The DSF is structured upon a multidimensional framework organised in a systematic manner that allows sections to be updated relatively easily, and in a manner that is compatible with the remainder of the DSF.<br /></p>
